    In the background of Article 39A of the Constitution of India, the Legal Services Authorities Act, 1997 came into effect with the main object to spread Legal Awareness amongst the public at large by conducting Legal Literacy Camps, Workshops, and Seminars and also to settle the dispute amicably by way of ADR methods as well as extend the legal aid to the needy people. As per the Act, in India three authorities viz., National Legal Services Authority (NALSA), State Legal Services Authority (KSLSA), District Legal Services Authority (DLSA) as well as three committees viz., Supreme Court Legal Services Committee, High Court Legal Services Committee and Taluka Legal Services Committees are constituted to achieve the object.

    DLSA, Bengaluru Urban has been established in the year of 1995 and effectively functioning in Ground floor, City Civil Court Complex under the guidance of Karnataka Legal Service Authority [KSLSA].

    Aims and objectives:

    The Legal Service Authority is creating legal awareness, legal aid and settlement of disputes through amicable settlement before Lok-adalath and Mediation are the main aims and functions of the Authority.Legal awareness programs are taken up for empowerment of legal knowledge to all the Citizens in general to the weaker sections of the society in particular. various activities are taken up to reach the vulnerable sections of the society such as SC/ST, Women & Children, Industrial Laborers etc.,

    The Legal service Authority provides legal aid by way of providing services of able efficient services of Advocates, any person, who fulfills the criteria is entitled for the legal aid. The Legal Service Authority is functioning in the name of DLSA at District level and TLSA at Taluka levlel. 

    Persons entitle to free Legal Aid:

    • Persons belonging to Scheduled Caste or Scheduled Tribe
    • Woman & Children
    • Factory workers
    • Victim of group clashes, violence, flood, drought, Earthquake, Industrial destruction etc.
    • Victims of communal clashes
    • Persons suffering from mental or any other disability
    • Persons who are under the custody of protection home mental hospital etc.,
    • Bonded labours and victims of human trafficking
    • All categories of persons whose Annual Income is below Rs. 3 Lakh.(Rs.3,00,000/-)
    • All categories of persons whose Annual Income is below Rs. 3 lakhs are eligible for free legal aid in Apex Court (Supreme Court)

    Lok Adalath and Mega Lok Adalath

    Lok Adalaths are organized by the District Legal Services Authority, Bengaluru Urban conciliation is arranged by Hybrid mode i.e. both physical and virtual mode between the parties to the litigation to come to an amicable settlement before the Lok Adalth and such settlement reached before Lok Adalath becomes a record having equal status as that of a Judgment/Decree of the Court.

    ‘Lok Adalath’ is being conducted as per the direction of National Legal Services Authority and KSLSA. Lok Adalath is being conducted for pending cases. Pending cases are being referred to Lok Adalath for settlement from the regular Courts. Pre Litigation cases pertaining to service provider matters are also taken up for settlement in Lok Adalth.

    Mediation Center

    Mediation Center at City Civil Court Complex, Bengaluru urban is functioning effectively. Mediation is one of the Alternative Dispute Resolution Methods contemplated under Section 89 of the Code of Civil Procedure. Mediation is a process in which a neutral third party (Trained Mediator) assists the disputing parties to effectively resolve their disputes without going to trial.

    Mediation provides a unique opportunity to the parties to voluntarily settle their disputes with the involvement and participation of all the parties and their advocates. A neutral third party called “Mediator” uses special negotiation skills and communication techniques to help litigants bridge their differences and find a solution to their dispute. Mediation always leaves the decision making power with the parties.
     Mediator does not  decide what is fair or right or apportion blame. rather, a mediator acts as a catalyst to bring the two disputing parties together by defining issues and eliminating obstacles for communication and settlement.

    Legal Aid Clinics

    Legal aid Clinics have been established in District Legal Services Authority, Bengaluru Urban and panel advocates have been appointed at City Civil Court, SP Office, Central Prison, Juvenile Justice Board, CDPO, Swadhar Gruha, ART Centre, Law Colleges, For the people of North-East, Tahsildar Office, Senior Citizen, Nirbhaya Kendra – Sakhi One Stop Center, Swadhar Gruha, Abhaya Family Counseling Center and others etc. to provide legal advice and to help the Marginalized people, Under Trial Prisoners, Women & Children, Schedule caste/Schedule Tribe and people having income less than Three Lakh per annum.

    Legal Literacy Clubs

    As per the directions of the National Legal Services Authority (NALSA), all State Legal Services Authorities (SLSAs) have undundertaken outreach programmes to educate the larger population about legal services available to the marginalised sections. As part of that, Karnataka has started pilot project where legal literary clubs wil be set up in schools
    The objective of the clubs is to legally empower children in schools by making them aware of their rights and duties and encouraging them to make others aware of the same too.
